Bylaws of the Faro Field Flyers Rc CLUB As Amended 09/23/2014
I. Name and Object
A. The club shall be known as the “Faro Field Flyers”.
B. The object of the club shall be to promote the sport of radio controlled model
aviation in a fun and safe manner while encouraging family involvement.
II. Membership
A. Membership shall be open to all who are interested in the sport of radio controlled
modeling and provide proof of current AMA membership.
B. Types of membership.
1. Open Member - Those who have paid all current dues and are members of
the Academy of Model Aeronautics.
2. Youth Member – Dues shall be free for those under those under the age of 19
as of July 1 of present year and must be a member of the Academy of Model
Aeronautics to have flying privileges.
C. Age. Anyone deemed old enough to be a member by the board shall be a voting
member, age not withstanding.
D. RESIGNATION: Any member in good standing may resign his/her membership by
giving written notice to the Club.
E. TERMINATION: If any member ceases to have the qualification necessary for
membership in the LCRCers, his/her membership in the Club shall thereby terminate,
subject to reinstatement upon restoration of eligibility.
F. EXPULSION: This section provides for enforcement of the Safety Rules that are related
to flying activities or any other unacceptable behavior by an individual member or
members. Any individual may be expelled from membership from the Club by a twothirds
(2/3) majority vote of the membership at any regular or special meeting, if in the
officers’ determination, such individual willfully commits any act or omission which is a
violation of any of the terms of these Bylaws, or the Rules of the AMA, or which is
detrimental to the Club, the AMA, or to model aviation.
G. REINSTATEMENT: A two-thirds vote at any regular or special meeting of the
membership is required for reinstatement to the club.
III. Dues
A. Dues shall be $100.00 annually for each open member.
B. New members’ dues will be prorated at $25.00 per quarter for the year they join.
C. Dues shall be collected in accordance with A.M.A. policy.
D. All current dues must be paid by elected officers at the time they assume their
positions. At the end of January, members who have not paid their current dues shall be
dropped from the official membership list and have to pay the full $100.00 dues to be
reinstated. After a period of two years as a non-member, they may be reinstated as a
member with dues being prorated as to the time of year of the reinstatement, as per
policy.
IV. Officers
A. The elected officers of the club shall be:
1. President
2. Vice President
3. Secretary
4. Treasurer
5. Safety Officer
B. Elections
1. Officers shall be elected by the members at an official regular club meeting in
the month of December and shall assume office January 1st for a term of one
year. The President, Vice President and Treasurer shall be 18 years of age or
older at the time of assuming office.
2. Nominations shall be held at the regular meeting in November, with the
election to be held by secret ballot if there are 2 or more members nominated
for said office. If only one member is nominated for an office then voting will be
done by a motion from the membership present in December.
C. Duties of the Officers
1. The President shall:
Preside at all meetings of the club, shall be the spokesman for the
club and be responsible for conducting the operations of the club in
accordance with these by-laws.B. The President or his appointee(s) and the treasurer shall make a yearly audit
of the Treasurer’s books and shall submit to the secretary a written report for
inclusion in club records.
2. The vice-president shall assist the President and act for the President if
absence.
3. The Secretary shall keep minutes of all club meetings, will be responsible for
providing the minutes of past meetings at each meeting and notifying members
of upcoming meetings.
4. The Treasurer shall maintain a roster of club members and collect all dues
and maintain clear financial records and will be responsible for providing
financial reports at all meetings.
5. Safety Officer and Safety Committee
* All members at any club flying site shall be responsible for enforcement of all
safety regulations and reporting any such violations to the Safety officer.
* The Safety Officer shall submit written reports of all safety issues
encountered to the Secretary, who shall maintain a record book of all reports.
Name of violators will only be disclosed as per the GRIEVANCE PROCEDURE
* A time shall be allotted at each club meeting for discussion of any current
safety issues. Notes of all such issues discussed shall be kept in the Safety
Record Book.
* Deliver safety briefings and pilot instructions at the beginning of all Club fly
ins or designate an individual to act in their behalf.
* Maintain and periodically refurbish (at reasonable expense to the Club) the
fire fighting equipment and first aid kit, which are stored at the field.
* The Safety Officer shall provide a communications link between AMA and the
club in matters related to safety.
* Act as a safety advisor and resource manager for the club and its members.
* Develop, promote, and encourage a climate of safety awareness within the
club.
NOTE - Any officer who is unable to complete their term or is not fulfilling their duties may
be replaced by a majority vote of the membership.
V. Meetings
A. Regular meetings shall be held as deemed necessary . The meeting time and place will be relayed to the club members by the club officers.
B. Board meetings shall be called by the president as required.
C. Special meeting shall be held whenever determined necessary by the President or a
majority of officers with no less than five days prior written or posted notice. The purpose of the
special meeting shall be stated in the notice.
D. All meeting of the general membership, the Officers, and all voting shall be
conducted according to the Roberts Rules of Order when not in conflict with these
bylaws.
VI. Quorum
A. A Quorum shall consist of those members present at any regular meeting or a
majority of members at any special meeting.
B. At board meeting a quorum shall be 3 board members.
VIII. Funds
1. The Treasurer shall maintain a a written account for the club funds and hold
such funds.
B. Funds
1. All funds shall be collected by the treasurer.
2. A Petty cash fund may be maintained if desired.
3. The officers shall have the power and duty to pay all normal operating
expenses of the club from funds.
4. Those expenses not deemed normal operation expenses shall be voted on by
the members of the club at a regular meeting, unless conditions due to timing
or other considerations do not permit. Then the officers may incur such
expenses which are deemed in the best interest of the club.
IX. Club Colors
A. Club colors shall be Red or Grey and Gold.
X. Flying Site Regulations
A. All members shall conform to all A.M.A. flying rules and regulations.B. Anyone suspected or deemed to be under the influence of alcohol or drugs will be
prohibited from flying and will be asked to move to the spectator area.
C. Only instructors approved by the club officers may assist beginner flyers. If no
instructor is at the site, anyone who is qualified may help the beginner.
D. No flying allowed while the lawn mower is on the runway or in close proximity of the
runway.
XI. Amendments
·These by-laws may be amended or repealed at any meeting of the general membership
having a quorum present by a majority vote, provided ten days written notice has
been given prior to that meeting to the majority of the members.
·These bylaws shall be reviewed annually for compliance with current
recommendations of the AMA and State Non-profit regulations.
XII. DISSOLUTION OF CLUB
·The duration of the club shall be perpetual. The club may be dissolved with the
approval of two-thirds vote of the membership.
XIII: GRIEVANCE PROCEDURE
(FLIGHT AND SAFETY RULES)
The grievance procedure provides a mechanism to enforce existing safety rules
by providing a progressive disciplinary system when needed. Although most
complaints can be resolved informally, if a complaint is serious or cannot be
resolved informally, the matter should be referred to the Safety Committee for
its consideration by means of a Grievance Form to be filled out and turned into
the Safety Committee Chair. At least one witness is required to sign the
Grievance Form
The Safety officer/Committee shall use its judgment in carrying out action on the
following:
·A grievance form will be filled out and turned into the Safety
Officer/Committee Chair. At least one witness is required.
b. FIRST VIOLATION
Viewpoints of both complainants and accused will be considered. Complainant’s
name will be disclosed. A verbal reprimand will be given to the accused by the
Safety Officer/Committee, and this will be recorded in the Club records.c. SECOND VIOLATION
Complainant’s name will be disclosed. The accused has the right to a written
rebuttal, to be reviewed by the Club Safety Officer/Committee. If the Committee
so decides,
the flying privileges of the accused will be suspended for thirty (30) days.
Written notice of this shall be issued and a copy published in the Club
newsletter.
d. THIRD VIOLATION
Safety Officer/Committee will notify the accused in writing and the Club
members via the Club newsletter that the Club will vote on the expulsion of the
accused at the next
meeting. Said expulsion will last for a one-year minimum. A member may be
expelled from the Club only upon a two-thirds (2/3) majority vote of the
membership present at the meeting. Voting will be by secret ballot at a regular
monthly meeting. The expelled member may reapply for membership after the
expiration of the expulsion time period.
e. The three actions will not be enforced unless they are accumulated within a
two-year period of time.
f. Any member receiving a Grievance, who directs any retaliation action against
the person filing said grievance, will be subject to immediate expulsion from the
Club. This is to include threats, intimidation, physical harm, intentional
equipment damage, or any other action deemed to be retaliatory by the Club
Officers.
